PAI provides advocacy help for Californians with disabilities. You could be eligible for PAI services if you:
- have a developmental disability
- are a regional center consumer
- have a psychiatric disability or emotional impairment
- are a patient in a state psychiatric hospital
- have a physical, learning or sensory disability defined in the Americans with Disabilities Act (ADA)
- have a traumatic brain injury
- need access to new technology that you believe may help you live a fuller, more independent life
- receive SSI or SSDI and need help

CPS investigates child abuse and neglect and provides services to keep children safe while strengthening families. CPS also trains foster parents, acts as an adoption agency, and licenses family daycare homes.

The Adult Advocate Program is a volunteer program that assists people not only with advocacy but with including consumers on workgroups and facilitating workgroups.
The Family Advocacy Program is funded through the Childrens System of Care (CSOC) and encourages employment of family members of consumers, and also employs youth advocates.

The Office of Patients Rights represents the expressed interests of the client in Certification Review hearings and various other legal procedures. Whenever a patient in the local system feels their rights are being infringed upon or even denied, that consumer can request review of the instance by the local Office of Patients' Rights and a thorough investigation will be done.

If you believe that you were treated inappropriately or differently solely because of your race, color, national origin, religion, political affiliation, marital status, sex, age, or disability, state and federal regulations allow for you to file a civil rights complaint directly with the Civil Rights Coordinator for the Department of Health & Human Services.

"Ombudsman" is a Swedish term that means protector or defender of citizen's rights. The Sacramento County Ombudsman:
- Conducts independent reviews of complaints concerning Agency policies or practices.
- Ensures that policies and practices are consistent with the goals and missions of the Department of Health & Human Services (DHHS).
- Ensures that individuals are treated fairly, respectfully and with dignity.
- Makes referrals and recommendations when appropriate.
